(1) Notwithstanding anything contained elsewhere in this Act, in cases where any amount is outstanding in respect of any apartment sold to any individual or body, the buyer may only use the apartment subject to the terms and conditions laid out in the agreement.
(2) The ownership of an apartment possessed by such individual or body may not be transferred in any manner until the payment of the outstanding amount as referred to in sub-section (1).
